Es besteht der Verdacht, dass Moskau schon vor dem Fall des ukrainischen Präsidenten Viktor Janukovic, im Februar 2014 einen Plan, ‚road map', für Teilung der Ukraine in der Schublade fertig hatte. Dieser strategische Dokument soll die Anexion der Krim wie auch die Assimilation der prorussichen Regionen im Osten der Ukraine beinhalten. Diesen Plan hat das russische opositionelle Blatt Novaja Gazeta publiziert, von Kreml ist bislang hierzu keine Reaktion erfolgt.
Pressesprecher des Präsidenten der Russischen Föderation Dmitri Peskow habe in einem Interview mit CNN zu Publikation der „Nowaja Gaseta" über die Pläne, dass die östlichen Regionen der Ukraine zu Russland kommen gesagt:
„Ich sehe keinen Grund, zu reagieren. Wenn dieses Dokument vorhanden ist, dann geht es einfach nicht so zu tun, als ob dieses Dokument mit dem Kreml oder den offiziellen Papieren der russischen Regierung zu tun hätte. "
Nach Novaja Gazeta habe Putins Administration bereits zwischen dem 4. und 12.2.2014 ein Dokument erhalten, in dem unter anderem mit Anexie der ukrainischen Halbinsel Krim gerechnet wird - also zumindest zehn Tage vor der Flucht Janukovic aus Ukraine nach Russland.
1. While evaluating the political situation in Ukraine, we have to firstly recognize political bankruptcy of Yanukovych and his ruling "family," which is precipitously losing control over political processes.
Secondly, there is a paralysis of the central government and absence in the country of a distinct political subject with whom the Russian Federation could negotiate. Thirdly, there is little probability that such a subject will appear on consensus basis after the announcement of early parliamentary and presidential elections announced by Yanukovych on Feb. 4, 2014.
While in Russia the oligarchy is counterbalanced by a powerful class of bureaucrats, in Ukraine the state apparatus is by definition weaker than oligopolies. It, as well as the public policy sphere, is controlled by the oligarchs.
It is those oligarchs (Rinat Akhmetov, Dmytro Firtash, Igor Kolomoisky) that rule the Kyiv political community, ...
...The significant error of the authors of the document occurs with the definition of the regions, that are most ready to unite with Russian: they name Crimea and Kharkiv Oblast, considering the „Akhmetov empire", Donetsk region, less promising. Life made its adjustments into these plans.
