Essen macht glücklich! Wie stark unser Denkzentrum dabei stimuliert wird, sagt jedoch nichts darüber aus, wie gesund und wie sinnvoll das, was wir da zu uns nehmen, ist. Dem Grundtenor unserer Gesellschaft nach sollte Ernährung vor allem günstig sein. Diese Einstellung bleibt natürlich nicht ohne Folgen für unsere Landwirtschaft. Bestimmt wird diese heutzutage durch industrielle Produktion und Investitionen in gentechnische Verfahren. Doch wie sinnvoll ist das?
Die Gemeinsame Agrarpolitik (GAP) der EU hat großen Anteil daran in welche Richtung die Landwirtschaft morgen steuert. Mit dem Instrument der Direktzahlungen, bzw. Agrarsubventionen nimmt sie entscheidenden Einfluss auf die Art und Weise wie Nahrungsmittel (weltweit!) produziert werden.
Bis heute, den 03. Juni 2010, können EU-BürgerInnen die Vorzüge der Meinungsfreiheit und Mitbestimmung ihrer Demokratie wahrnehmen, indem sie sich an der Diskussion um eine Gemeinsame Agrarpolitik nach 2013 beteiligen (mehr...).
BürgerInnen, Organisationen und Denkfabriken wurden gebeten vier Fragen zur Zukunft der GAP zu beantworten. Meine persönlichen Antworten folgen unten. Was würdet ihr schreiben?
Why do we need a Common Agriculture Policy?
European consumerism has a global impact. If the Western style of life, that most Europeans share, is connected with a high need of animal feed (for producing meat) and fuel crops (for driving cars) the European Union has a high responsibility for the prevention of ecological (climate change, loss of biodiversity) and social (poverty, undernourishment) catastrophies.
We need a Common Agriculture Policy to ensure that our agriculture does not harm our (global) biospheres, atmosphere, other countries and other people. At the moment it does. A respectful policy is necessary even from a very eurocentric point of view: We can't secure our own alimentation harming the alimentation of others. Moreover we are causing ecological problems today that will constrain our alimentation tomorrow.
What do citizens expect of agriculture?
The main task of agriculture is to provide everyone a healthy and comfortable life. Agriculture can complete that task by providing healthy food and enough food, by providing landscapes for living and recovery. Today's industrial agriculture does not adequately fullfill this task: It does provide more food than we need (causing a lack of appraisal for our food), it provides nutrition of bad quality (containing pesticides that causes cancer, asthma, etc.) and it has destroyed rural landscapes by the enlargement of farms (instead we see romanticising ads on the TV of cows eating grass(!) although most of the cattle is nourished by soja from former rainforest areas or the vast corn fields of Europe and other areas).
Why has the CAP to be reformed?
We need a CAP that is not playing down these ecological and social problems that NGOs are referring to for a long time. We need a CAP that is not led by capital but by capable, global, honest and soustainable objectives. We need a CAP that is going to prepare our agriculture for the coming age without oil. We need a CAP pursuing the way of ecological agriculture. We don't need a technocratic CAP trusting in fictitious technologies. We have all the technologies for a responsible agriculture today (if we encourage the research for ecological agriculture, so much the better) - it just demands a soustainable social and political change (like turning away from the ideology of eternal growth)!
Which instruments do we need for the CAP of tomorrow?
We need an independent committee of researchers and politicians that is going to transform the conclusions of the IAASTD Report (as an independent and global study) into a European policy of soustainable development.
